The program has been tested in multiple studies, revealing promising effects for mothers, fathers and children. Family Foundations is a universal program for expectant couples which focuses on enhancing co-parenting and mental health (Feinberg and Kan, 2008). Control group children displayed a significant rise in anxiety, but intervention group children did not. One intervention group used the regular RECC and the enhanced intervention group used the RECC plus extra activities to build social emotional skills. Families within each of the 17 programs were randomly assigned to an intervention or control group.

Over the last decade, Denver Public Schools (DPS) has managed to reduce its suspension rate by over two-thirds and expulsion rates by more than 70 percent and is renewing these efforts with a plan to reduce these practices for young children. In 2016, revisions to the Colorado Department of Human Services’ child care center regulations included language to reduce early childhood suspensions and expulsions. Suspending and expelling young children from early childhood settings can have deep consequences. However, assessment of these areas will help determine if there is a need for changes or improvements in the parent-child relationship, as this relationship is critical for a child’s development and success. Diagnostic tools used for adolescents and adults don’t include a relationship assessment classification between a child and caregivers. A child psychologist sees a 4-year-old and her parents who were referred by the child’s pediatrician.

HUGS (Milgrom and Holt, 2014) is an intervention targeted for women with a diagnosis of postnatal depression. However, baseline data for mothers was not collected prior to the intervention being run (Akbarzadeh et al., 2016). At the time of birth, mothers in the control group scored significantly higher in anxiety, while babies in the intervention group had significantly less crying. The sessions have a large focus on attachment behaviors, with mothers also learning about the physiology of pregnancy, awareness of their embryo’s feelings, and maintaining good health during pregnancy.

Additionally, Kids Connect evaluation data from teachers and parents have shown improvements in pre- to post-reports of behavioral concerns. In addition to these federal grant projects and initiatives, common federal sources of ongoing funding for IECMH consultation services include the Child Care and Development Fund and Head Start/Early Head Start. In 2015, to further support the awareness and adoption of IECMH consultation, HHS launched the national Center of Excellence for Infant and Early Childhood Mental Health Consultation, renewing it in 2019.
The first six years are critical to growth, development, and mental health across the lifespan. Early childhood is a time when children are forming the foundation of positive relationships with peers, teachers, and the school institution. These could include problems that are related to their developmental stage or general problems that show up in young children. Infants and toddlers can have mental health and developmental issues that impact their growth.

The use of telehealth for psychotherapy may be especially valuable for practices with limited clinicians and/or the need to cover a significant geographic area (eg, rural coverage). Mental health consultants help teachers and families learn how to handle these challenges and support positive behaviors. ECD works across federal agencies, and with partners in states, tribes, territories, and local communities to address the needs of children and families in a comprehensive and coordinated way. Caregivers who are stressed, depressed, or socially isolated, for example, may find it more challenging to support and meet the needs of a growing child. Promoting mental health and healthy relationships early on can help to improve well-being later in life.
